The Dead Sea Scrolls in English

The best English translations of the Dead Sea Scrolls, including the sectarian writings at Qumran, are the following:

Vermes (1998) is rather old now.

García Martínez and Watson (1996) seems to be one of the best translations, and García Martínez and Tigchelaar (1997–1998) provide the best scholarly edition with the texts in Hebrew and English.
